I went to the PSM stamp fair (National Exhibition 2009), and I bought this commercial cover from one of the dealers present in the fair. The cover is an ATM cover sent from Cibeles, Madrid on April 9, 1999 using an ATM commemorating IV Centenario Felipe II. The ATM was issued in March 1999. The value of the postage should be printed on the right bottom of the ATM. However, this ATM does not have the postage value (value ommission). So, it is a flaw ATM. You may
