A Cover with Pejabat Surat Mati Postmark

This cover is funny because it has a postmark "PEJABAT SURAT MATI".  I tried to figure out what this PEJABAT SURAT MATI postmark means.... It looks like this mail was sent out from Muar, Johor on 20 February 1990. The mail was initially unable to be delivered due to the insufficient address - the town was missed out in the address. It should be Sungei Siput Utara (not Utara as that written on the mail). The mail was then sent to Pejabat Surat Mati, Perak on 23 February 1990. However, someone in the post office managed to figure out the address (Sungei Siput Utara). The mail was then postmarked at Ipoh on 24 February 1990, and sent out the the address at Sungei Siput Utara.
